Painting Over Old Tile

I was told by the previous owner of my 1927 home that she had painted over the teal blue tile on the bathroom floor with white paint used by "Disney" which would last 4 years. She stenciled it and when I moved in, it looked almost like new tile. Four months later it was a wreck. We repainted it and it did not last that long with the recommended paint. The stencils are not longer an option. Is there any way to sucessfully paint this floor and seal it in such a high traffic area as this bathroom?
