Paint Peeling Along Joists in Garage

I have a 25-year-old house. The existing roof and cupola on my garage were replaced about 15 months ago. The old cupola had rotted and the hole was covered with plastic for about 4 months through the winter before the cupola was replaced. A ridge vent was added when the roof was done, and the existing gable vent was also replaced. About 7 months ago, strips of the thin-coat ceiling plaster started falling along the joist lines onto our cars. This happened across the entire width of the garage. We had the joist lines re-plastered and we re-painted the garage with a top-quality primer and paint. After only 2 months, we're noticing the paint is blistering and peeling along the joists again, as well as in a line at the garage doors which is perpendicular to the joists. Any thoughts will be appreciated.
