paint odor a year later!

I painted a room a year ago with latex paint. The semigloss latex paint for the trim work was defective, and had an extremely unpleasant odor. This odor has not evaporated even after a year. I had a painter in who covered the trim work with Zinsser BIN shellac primer and a different low VOC semigloss latex paint. Unfortunately this has somewhat reduced the odor but not eliminated it. I’m at a loss what to do next, the room is unusable in its current condition. I need some advice what primer, sealer or/and paint I could use to truly seal in the old paint. I bascially need to create a barrier over the old paint so that no more evaporation of the solvents in the defective paint can occur.
I’m planning on repainting the whole room, even the areas not painted with the defective paint, in case the smell has settled into the walls.
