One radiator bleeds non-stop water

Hello.  I have a townhouse from 1927, original radiators.  2 floors, 7 total radiators.  I went through and bled them all.  There is one radiator on the first floor that when you key it to bleed it just runs out water like a faucet and is continuous.  I let it run for 5 minutes and filled up a bucket of water.  All other radiators just a drip or just air comes out.  My question is, is this normal?  If not, is this a cause for low water pressure to my upstairs?  Also the valve at that radiator doesn’t close.  Thank you.
