Old house venting help

My home was built in 1898. Its a solid well built home. However heating and cooling are an issue. The first floor is open floor plan and no issues arose other than the clinking and banging from the steam heat/cast iron radiators. However the second floor is unbearable int he summervever with windows open to force a draft in or push/pull with fans it is extremely stuffy and humid. I have cast iron in a few rooms so i guess its cooling thats an issue. Other than pumping window ac’s 24/7 is there any cheap fixes that i can try? I was thinking attic vents or something DIY. Without breaking the bank. I appreciate all the help and advice. Thank you
