old Delta faucet handle removal

We have a Delta shower/tub faucet held in place by an allan head set screw. The handle hasn't been removed in about 20 years, and the set-screw threads are frozen to the handle. We have tried soaking in vinegar to remove deposits from the water, with no success. I would like to remove the handle without disassembling the faucet, if possible. Any suggestions on what else I can do to loosen the screw would be very welcomed. (The faucet is dripping badly.)

A little Liquid Wrench on the screw might help. Put a drop on every day for a few days. It needs time to work. Use pliers to turn allen wrench. You're likely to bend the wrench before the screw breaks free. Heat from a torch applied to the area might help, but in this case probably isn't possible.
