Notched joists on concrete foundation

In the latest episode, the team put a pressure treated 2x10 on the insulated foundation wall as a sill plate which left part of the concrete exposed on the interior side. They then notched the joists so that the notched area would rest on the sill plate and part of it would rest on the exposed foundation. My question is do you need to put some sort of moisture barrier between where the joist touches the concrete?

Howdy, the foam pad is almost priceless. Rotten joists replacement is not something i ever want to have to do. Having seen how $$$ and time consuming the process is. So i always follow the rule of no wood on concrete= no rotten wood.
