No steam in steam shower

I bought a house six years ago that has a steam valve installed. I never had been able to get it to work and just assumed it was broken and missed during the inspection. I recently came across a TOH article that explained how steam showers work. I started looking for the generator and found it and found that the water to the generator was turned off. I turned on the water and then tried to timer to the shower. I got very hot water but no steam. Does this mean that the generator needs to be replaced or, since I don't really know how these work, I'm still missing a key step?

Any advice you can give would really be appreciated.
