New window in renovated bathroom - sashes catch on each other and won't close

Eight months ago I was forced to replace a 100-year-old original wood window with a new vinyl double-hung window when I renovated my bathroom. This window sits over the shower/tub combo and I open and close it daily in warm weather.

Last month I noticed the sash locks won't engage, and now the two sashes are "catching" on each other. The bottom sash won't close without dragging the top sash down (essentially pulling open the top sash as I close the bottom sash).

I'm assuming that somehow the alignment has gotten out of whack? I would like advice on how to fix this. I can't figure out how this has happened on a new window.
