Neighbors yard grades down towards my foundation - getting h2o in my basement

My neighbor's house is pretty close to mine, their yard grades downhill right to my basement windows. Their property line extends down the hill so I cannot do any work with the land itself. Water comes into my basement from the bottom of the wall along that side of the house so I would like to get the water away from the foundation without the cost of waterproofing. I am having gutters installed on that side of the house as my first step (just bought the home, no gutters on that side of the roof currently. 

 

Since I am not able to work on the land to soften the grade, what can I do on my property to keep the water at bay? Would putting in Window Wells help? The current windows (old rotting wooden frames probably more than 50yrs old) are at ground level as in the bottom of the window is at the grass. The water isn't currently coming in through the windows, just where the wall (terra cotta) meet the basement floor. Thank you!
