mystery coating on cinder blocks

We are currently using MultiStrip to remove paint from our cinder block basement walls. We've discovered that blocks had been previously skim-coated with concrete and some other (white) coating before being painted over with latex. The MultiStrip easily removes the latex and somewhat softens white coating but the white coating absolutely will not come off. We've used a paint sc****r (unsure why editor doesn't like that word - you know, a metal hand tool that you drag across the surface to remove paint), a wire brush attachment to a power drill, and put double/triple application of MultiStrip but white medium over concrete skim-coat DOES NOT COME OFF. Does anyone have any ideas on what you think this medium could be and how do we remove it so we can apply a fresh coat of dry-lock?? - cottage dwellers in Chicago
