Moving Electrical Receptacles

I had an electrician move my electrical outlets (4) from the backsplash to new power strips that are mounted under my cabinets. The goal was to put in a tile backsplash that was uninterrupted by the outlet plates.

What he left behind, however, were junction boxes covered by blank plates. I know that code prevents me from tiling over the receptacles...but what are my options here? Keeping the cover plates defeats the whole purpose. Do I have to bust into the wall and completely re-wire everything so that junctions no longer exist except for accessible areas?
