A Massive Earthquake in Taiwan

A 6.4 quake hit Tainan, Taiwan yesterday. A 17 story building collapsed and is resting tilted on its side.

Today I saw pictures and some show that some of its walls were filled with metal oil cans, similar to metal cans we use for mineral spirit and other liquids.

Does anyone have any idea what these cans were doing inside the walls?

I never saw the pictures, but I seem to recall something similar, maybe on one of Frank Loyd Wright's houses, where the contractor substituted empty cans in the poured concrete structure. As I recall this resulted in a lawsuit when the building had problems. All to save the cost of concrete.
