I also checked the black to ground at all points in the circuit and each measures 140v.
I did replace the switch, but alas I have the same problem.

I visually inspected the wiring and it is intact for the parts that I can see.

First question, on the switch is there a jumper between the top and bottom switch on the hot side?

Second, are you connected to the common on the GFI common screw or on the load screw?

Third, where is the common for the fan usually connected.?
