Ledger Attachement to Old House - Balloon Framing

Good afternoon,

I have an American Foursquare home built in 1915 which uses balloon framing. So I have a 4" x 6" block (sill) that sits on the poured concrete foundation to which I can attach the bottom of my 2x10 ledger with some long through bolts. But the top of the ledger would need to be attached to the vertical 2"x4s." I was thinking of "filling" the gap between the 2x4s (from the basement) with a 2x6" essentially creating a segmented rim joist to which I can bolt the deck ledger. I haven't checked with my local building department yet but I was wondering if anyone has built a deck attached to an older home before and what method did you use to attach the ledger?
