Another possiblity is a leak at one of the upper windows allowing water to run down the wll to the lower window.

There is no window exactly above.

Just an update. The fix put in by the handyman did not work.  This is sad that I am back to square one.

Today I have checked all of the windows on the side where I noticed the issue. When it rains water is coming out of the weep holes. But the problem with the window with leak is that, water is coming into the house in addition to water coming out of weep holes. Does this mean the Window frame was not sealed properly. Can we take the trim around the Window and see if any thing needs to be filled? I am not even sure what I am talking, just talking out of observing the leak.

Even though the windows above are not directly above, a leak at  the corner of one of the window sils could go behind the vapor barier and will follow the path of least resistance which can take it down and accross to the lower window..

Thanks. That makes sense. But how to find where the issue is?  Will a thermal imager ( flir or sleek) can help investigate the issue?  Any suggestions ?

Hello: I still have the same issue. Today again it leaked since we had a windy rain against the window. Can this be possible? I see a metal plate at the top of the window over which the bricks are arranged. The plate is not covering the brick fully.  Over the plate, I see three weep holes ( with plastic inserts). My question is, can water enter between the brick and plate and come inside?  I noted one of the weep holes was blocked so I cleared it, but it did not help I guess. Any help is appreciated
