Laying tile of 2 different thicknesses

My husband and I are laying a ceramic tile floor (aprox. 12 feet by 12 feet) in the basement. The center field is 16 x 16 tiles set on the diagonal, with plans for a border of 1" mosaic tiles in 4" x 12' sheets, and 12" x 12" tiles set on square around the outside edge. The center has gone in well, and now we are ready to set in the mosaic sheets. The problem that we have run into is that the 16 x 16 and the 12 x 12 tiles are thicker that the mosaic sheets. Does anyone have instructions on how to lay the mosaic border tile so that they are flush with the top of the larger tiles? We tried laying them on a thicker bed of the thinset, but were worried that that was not a good way to go. And if we do it that way, how do we make sure that the tiles in the mosaic, which are 1" x 1" lay evenly?
