Lawn looks "dead"

Last spring I had a beautiful front lawn. I put down a spring fertilizer, grub control, mowed each week and left grass around 3" high. Then the summer heat and drought "hit" and there was a watering ban, so I let the lawn "go". By mid-July the lawn was completely brown.

Thus far the front lawn looks as bad as it did in the heat of the summer. There's no sign of anything "greening up". I'm wondering if the entire front lawn "died" because the drought. I thought lawns come back? I tried growing some zyosia grass last spring/summer in the backyard, but didn't have much luck.

Aside from getting the front lawn soil tested does anyone have any other suggestions? About 5-6 years ago I had to till up the entire front yard and reseed because of grubs damage. I'm about ready to give-up and pave the front yard.
