insulating over concrete under electric heat element

:confused:we want to install porcelain tiles over an uninsulated concrete floor built in 1978. we want to use electric heating under the tile and wish to know what type of insulation should go over the concrete, under the heating element. we read about 1/8 - 1/4" cork rolls. are these appropriate? approx. 250sf area to be tiled.
