insulating floor question

Hello, I have an early 1900's house in Canada. I have almost completely renovated the whole house adding blown in insulation to the balloon frame, attic fully insulated, all exterior walls have foam board insulation under drywall. All new windows/doors. My question is about insulation floors, my basement is a cellar type with constant water almost all year round seeping in and making it very damp and I feel this damp/coldness transfering to my main level, I wanted some advice on if adding insulation in the basement floor joints, and possibly vapor barrier if this is the best solution to try to cut down on the dampness/chill problem on the main level.
