Insulate crawl space Foundation wall?

Hello all. I wish to insulate a 12' X 22' crawl space adjacent to my house with access thru my basement. The room above is adjacent to my two car garage on the 22' wall, and the 12' wall has the access from the basement. Here's my question: When the home was built in 1955 the foundation walls along the perimeter of the crawl were excavated down to the basement floor level Approx 7'. The cinder blocks were laid and the dirt was not filled in to level the dirt "floor" resulting in trenches, exposing the concrete block walls. I plan on installing a vapor barrier on the dirt floor after I Level the mound of dirt left from the construction. SHOULD I treat the now exposed block before I put the dirt back against it? Tar and plastic?, (can't get foam sheets into access). I'll then add fiberglass to the perimeter walls, extending it over the plastic. Sorry for being so long winded.. Thanks
