How to retain rubbery characteristics of potato starch and water?

When it is mixed with water, it results in a non-Newtonian liquid, but additional water and more stirring eventually lead to a homogeneous mixture. When this mixture is heated then cooled, it forms a rubbery, gelatin like substance which retains its shape.
