Handicapped showers fall under the fire department codes in most jurisdictions. You will need to hire a contractor who's familiar with local FD codes, because the fire inspector will have to sign off at the end. I've done showers like these in the past, and I was lucky to have had a very friendly fire chief, who wanted to work with me and taught me a lot.
