How to repaint chlorinated rubber painted cement floor

Our living room cement floor was painted with red chlorinated rubber paint about 1 1/2 years ago and is now peeling off. Initially, the peeling paint was removed, sanded, and just painted over. But every time I look at the floor, you can see the edges where the paint peeled off. Now, the peeling is happening all over the place. Is there a way to totally remove the affected paint section and repaint it? What do I use to remove the paint? And what is the proper way of painting with chlorinated rubber paint? I feel that our contractor missed a step; that's why the paint is cracking/peeling. Thanks for the assistance.
