I always use a .22 . Also good for squirrels ,chipmunks,and raccoons. If in an urban area, a .22 pistol (Unless in the Chicago city limits,you will be handcuffed and booked for owning a pistol).

It doesn't hurt to use subsonic rounds either, and if the problem is that repetitive you can have the courtesy to get the permits and invest in a suppressor.
Other than explosives, while not recommended, but would certainly be a hoot, or firearms which aren't always practical and would be my preferred method, you are probably only left with trapping & releasing somewhere else. You can always try a pest control company and let them remove the critters for a price.
Have you tried any of the animal repellant sprays? Bobbex-R is listed for groundhogs. I've used it to keep wabbits off plants.
I don't know if this is legal or moral or even true. A while back I was visiting my cousin's little farm and someone ask him what happened to all the ground hogs. He claims that he got rid of them by dropping some chocolate ex-lax down the holes.
Animals, protected or not, understand only one language. But I'll never tell you which language it is.

I have heard they are pretty easy to trap (and release) but if you want em dead you can use the flare-type gas bombs and smoke them.

You can do either of this two step.
1. Pour two cups of sudsy ammonia into the holes.
2. Place a trap 50 feet away and put lettuce or apple inside.
Then check the trap in the morning.
