HELP - How to raise floor under cabinets

I have a ceramic floor in my kitchen that does not run under the cabinets. We are renovativing our kitchen and, after ripping out the cabinets, noticed that the floor under the cabinets is about 1 1/2 - 2 inches lower than the tile floor. What is the best way to raise this floor? Can I just pour some concrete into this area so that it completely level with the ceramic floor? I need to put a range oven and a bunch of cabinets over it and would prefer to have a nice new clean and level floor, even if it is concrete under there.

Plywood would work as well and be less weight.

Is plywood the most common choice in this situation. I was concerned about water getting onto the wood (in the event of a leak, etc.). I was also concerned that concrete shrinks and may crack, etc.
