Grout Gone Bad!

My husband installed a new shower with beautiful river rock and a dark grey grout. After a couple of months, the grout developed this ugly white film that will not come off no matter what chemical I try (see picture below). Any clue what caused this? Is there any remedy short of pulling out the grout and starting over?

a guess, and only a guess, would be that it's efforflesence (i doubt i spelled that correctly) which is the lime that bleeds out of cement when it's gets saturated, it can often be found on foundation walls, sort of looks like a white powdery substance when it's dry. what was used for the shower base under the tile?

Cement was used to create the shower floor. Sounds like I have a mess on my hands. Is there anything I can do to fix it or do we have to rip the floor out and start over.\
