Good ground cover?

I have a steep, semi-shaded embankment which is very difficult to mow. The soil is likely fairly good, but it's not irrigated. I'm wondering if I could plant a ground cover (perhaps something like Juniper?) that would be attractive, low maintanance and survive NE winters well. It's a large area, so something that spreads quickly would be great. Any ideas?
