garden path construction advice needed

I'm building a path, 4' W x 55' L out of chunks of old sidewalk. So far I have the path location and layout of sidewalk chunks figured out. I have excavated roughly 8 inches, laid down landscape fabric, placed 2-4 inches of 3/4" minus road mix as base, placed the sidewalk chunks in it as per layout, leveled the chunks to the ground outside the path and half filled in with road mix and compacted between the chucks. So I have 2-3 inches to fill in order to level out the spaces with the tops of the chunks. I want to use 1" minus rounded rock as the final filler between the chunks. Because I live in an area that freezes and my soil is already very susceptible to frost heave, I do not want to use polymeric sand to hold the 1" minus rock in place.
The questions:
1. Can I get similar results (but better water sealing properties) by using a mixture of cement and sand applied in similar manner as polymeric sand?
2. If so, please suggest a cement to sand ratio I should use.
3. If not, please suggest alternatives.
