Garage Floor

This is an old garage about 70 years old. The original floor was cinders. We are putting a wood floor abour 10 inches above it. Is it possible to blow in insulation between the cinders and the new wood floor without putting in somekind of vapor barrier.

Without seeing a sketch of what you're trying to do I'm making some assumptions here. Sounds to me that you might be creating a space where mold could grow out of control. Does this space have any air movement? Is it dry? If not you may want to consider foam insulation.

Sounds like there might be a chance of ground moisture then it would be a good idea to put down the plastic vapor barrier and like what was mentioned earlier , it's pretty inexpensive not to do it.

I also think so. It will be easy to do and also not much expensive.
