frostproof hose bib

in southwastern PA if it matters:
i'm having a problem with flow from 1 frostproof hose bib.
even with the valve full open, & hose on full, i can't spray water more than about 15 feet (it used to be much better).
when i'm using this hose, you can hear a rattle/hum coming from the hose bib. wifey says that from inside the basement it sounds like an airplane taking off. i did replace the washer on the valve stem. when i replaced the washer i noticed that there was a gap between the washer and the sleeve that fits over the stem.
could this gap cause the noise & low flow? could the shutoff valve (or it's washer) for this faucet be bad? shutoff valve has very limited access- tubing to frostproof bib connection has no access(inside finished ceiling)
any ideas appreciated
