what is the hole in the shaft that the handle is on - for?
it is just past the handle.
i tried to add a 16kb jpg image but the forum said it was not valid!
Sounds like you didn't remove the hose from it last winter causing the faucet to freeze and break. I see you answered this on another forum that you removed the hose. If you did then the faucet isn't pitched correctly to allow the water to drain after each use.

What does the hole look like? Is it a split with a bulge around it? Or is the vacuum breaker leaking?
it is just a tiny hole in the rod the handle is on.
water is coming out of it!
the other faucets are jus fine.
From the photo it looks like you have a damaged stem. Replace the hose bib.
I have never seen one leak through the stem before. Most stems are solid that one must be hollow. Do you know what the make is? Just for my own information. Your fix would be as dj1 said, replace the stem.
If you take out the stem, like you would do to replace the washer you might be able to figure it out. But as said, I've never seen a hollow stem. Probably have to replace it.
does this show the brand name? i suspect that ruber valve on top.
