fixing a window well drainage issue

We had our basement finished by a contractor in October. As part of the project we had larger windows installed. Last week when we had torrential downpours, we had the window well fill up and then come through the windown into the basement and under the floor. We called the contractor and he sent out 2 guys to "fix" the issue. I am curious if his "fix" is the right one...

They caulked the window well to the basement as well as put concrete in the bottom and added a clear cover to the window well that they screwed into the siding.

To me having concrete there is not a good idea as any water that does make it in there would just pool. Any thoughts on using concrete in the base of the window well?

Another issue I had was that they left about 2-3 inches of room betweent he bottom of the window and the concrete on one window, but on the other one, they probably did not even leave an inch...
