Filtered water flow down to a dribble.

I have a GE exterior refrigerator filter system (GXRLQ) installed under the sink. It feeds the ice maker and a tap for drinking water. The flow has reduced to only a trickle over time. I have replaced the filter but the flow is still slow. It is connected with 1/4" plastic tubing. Is it possible for mineral deposits to block this kind of plastic tubing? Or could it be air in the line?

you have a blockage , shut off the water and starting at the valve open a connection open the valve and check for 100% flow, if good the close connection and move to next connection until finding the problem. also kinked pipe.
