Electric Heat in a Closet

Not sure if this should posted as heat or electric but here goes. I purchased a 520 sq/ft 1 bedroom home for my son. The house has electric heat. I plan on removing the old baseboard and replace with electric hydronic baseboard. There is a fairly large 6'X 8' closet on an outside corner. Massachusetts doesn't allow electric heat in a closet. This is a large portion of the house to go unheated. Hydronic heat is supposed to be cooler. Would this be allowed or is there any other way to heat this area? Thanks
