Dusk to dawn light with sodium bulb

I've got a dusk to dawn light with a 70W sodium bulb. It was working fine and then all of sudden it will cycle from bright to dim (stays dim most of the time). The bulbs are very expensive - is this behavior indicative of a burnt bulb or more likely the photoelectric eye? It was working fine for a few years so I'm guessing it's the bulb but thought I'd ask before spending the money.
