Drywall over old ceiling?

Hi. I am contemplating whether it would be better to rip out my old drywalled ceiling in order to put vapor barrier or if I could just sand off the texture and go over it with new. I have a double-wide placed on a basement with steel beams. I expect there isn't much room for more insulation in the roof. I have already taken out the skylight and found my roof is only a little over a foot deep. Any ideas on how to keep my heat from escaping the roof?
