Do I need insulation in a 1900's brick house with plaster walls.

I've purchased a nice 2 1/2 story brick fixer-upper with plaster walls in SE Nebraska.  I see what looks like old dust type insulation in the attic, but most walls have no insulation...  The house has a boiler and radiators in each room.

  I'm wondering if I need to add insulation on top of the stuff in the attic, or just smooth it out again (high and low spots).  Do the exterior walls need insulation?

  How should I address insulating the windows with weighted pulleys?
