Dips in floor. HELP!

Hi, everyone!

I'm working on my 140 year old house, and I've come across a problem with the floor. I'm putting 12 x 12 limestone tile in the kitchen which, after ripping up the lament and plywood, has old wood floor.

The problem is that there are dips in the floor. I don't think just laying plywood or cement board will solve the problem. Will it? Also, I understand there are self-leveling solutions, but one area of the kitchen is a high spot. I don't see the solution being to self-level the whole floor but that part. My dad suggested sanding it, but after looking at it, he doesn't think that would work. I'm not sure.
