deck peeling problem

The deck is pressure treated wood that was stained with a transparent cabot stain. We wanted to change the color so we used cabot semi transparent.That was 10 yrs ago and every season (in Massachusetts) the deck peels. We have pressure washed it and sanded it numerous times. The paint store suggested Silken for decks. We put that down. Same problem. The paint just peels off in strips. It doesn't seem to be absorbing into the wood base. Just laying on top of it. What can we do? We saned it last year and just left it. So now we are almost down to bare wood in spots, while the rails and seats are still painted but peeling. Can anyone offer suggestions that worked for you? We don't know what to do next. We are hoping to get at least 2 yrs in bentween sanding and repainting. Or can we just apply a transparent stain over what we now have?
