Deck not completely attached to stringers

Hello,

I recently had a deck installed and at the very top of the stairs there is a good size gap between the stringer and deck frame to both support posts. The installer used metal brackets and 6 inch timberlok bolts but I am concerned as they are not flush with the deck frame. I live in the northeast and winters can be very cold with lots of snow. At the top of the stairs there is a metal bracket which is attached to back of deck stringer in the deck stairs picture. In the deck stringer picture you will see the metal bracket and the 2 timberlok bolts which are not flush with the frame. The bolts go through the single post which runs from top to bottom. This seems to be an issue and worried the stairs could collapse, Deck was just built this week and installer said the deck is secure. Please see the attached pics
