How do I attach a ledger board safely to a brick wall where there is a gap between the back of the brick and the sill plate. Pulling or pushing on the brick by the deck is a major concern! What for fastener should I use and what distant apart?
You can't attach a ledger board to a brick veneer unless a solid backer is somehow provided and the ledger is attached through the veneer and back to a solid attachment.
In this case a free standing ledger/beam supported by posts is required.
Ed21 is correct, you can't attach a ledger board to bricks, but you can certainly go deeper into studs. If you choose to do this, your accuracy is mighty important - your lag bolts must go into the framing.
A free standing deck is the other option. Such decks don't touch the building. Read about it before you make a decision.

To make it easier to install the posts and foundation, consider cantilevering the joists 24" beyond the beam so that you are away from the house foundation/footing.
Bearing on the house footing may be acceptable, but check with the building department.
