Creosote Stain On Exterior of home and Chimney

I have a woodstove chimney that is leaving what appears to be creosote staining down the sides. It may also be rust from the chimney cap, but I do think that it is creosote. It is discoloring the wood siding and the brick of the chimney.

1. How do I clean that up? Is it washable? If so, what do I use?

2. How do I prevent it?

3. Do I just plan on painting over it each year?

Howdy simple dish soap took ours off. Can pressure wash but low pressure so you do not peel the paint.
