crawl space -- help!

This is my first house with a crawl space, and I think it's gross. Home inspector said it's bone dry, but it still smells down there. We have a vapor barrier but I think it was poorly installed. We have a partial basement and there are two very large openings into the crawl space from the basement. I would like to be able to finish the crawl space somehow so that it isn't dirt and could be used for storage, finish the remaining partial basement, and have some sort of door closing off the crawl space. I have seen the crawl space finishing systems on line...it looks nice but I suspect it's overkill and way more $ than I would want to spend on a crawl space.

Can a concrete floor be poured in a crawl space? If so, how should it be done? What sort of contractor would do that? How much (ballpark) would it cost? Or should I just have a new regular vapor barrier installed professionally? If it's done right, will it really be a clean, nonsmelly space that could be used for storage?
