Cracks in Brick - Water Spots interior wall

Not sure how to start with my problem.
I have a Brick Colonial, upper level of Main Entry has a large Picture Window.
On interior I have a two story entry way.

The exterior brick has horizontal cracks leading from the top of the PIcture Window
both right and left sides, with crack wider (3/4 inch) at window and tapering to hairline
4 feet on either side.

On the interior I have water marks underneath the Picture Window.

I've checked the window, looks well caulked, Last year I even caulked the cracked brick
as a temp solution to see if this would stop the leaks,
Doesn't appear to have done so.

Roof looks in good condition,

I don't know how to proceed, contact a structural person re the brick cracks,
contact a roof person to inspect roof, contact a Mason to repair cracks in brick.

In general the brick is in great condition, there are no cracks anywhere around the first floor of the entry way, so doesn't seem like it's a settling issue.
