concrete floor/ moisture problem

Hi, I live in Tampa Fl with temperatures now in the 90's and humidity about the same. 20 years ago we contracted to enclosed our carport. There is peel and stick tile on the floor and it has one door and three windows and is connected to the central heat and air conditioner system. We have had a LOT of rain and the room started to smell moldy.I pulled up some of the tile and they was moisture under them. So I pulled up all the tile and the floor seemed to dry out. I had a plastic bin on the floor and when I moved it, there was a perfect shape of the bottom all wet. I am hoping I will get some suggestions about what is happening and how to stop it. Sorry for being so long winded. Any ideas???? Thanks Robyn
