Compression Faucet Packing

I have a leak in my shower and would like to repair the hot water faucet. I have found many articles online and started to remove items off of the faucet. Upon removal of the handle and the stem sleeve I found that the stem and everything else back to the body was covered in some kind of puddy.

Can anyone tell me what it is and if it is necessary?

Most likely plumbers putty. A lot of plumbers used this on the older style faucets to create a water tight seal on the faucet trim.
