Cold Water 86F In Summer

I live in Scottsdale Arizona. The area we live in is a superfund site. Because of this the well water our area of the city uses has to be filtered. One of the filters uses ambient air. In the summer that can be 115 degrees. Long story short, the cold water in my house is 86 degrees in the summer. Much to warm to take a cool shower after outside exercise. What can I do to cool the water in an environmentally sound way?
