Cinder block house: Help with insulation

Hello everyone, I am new here and need help... I live in south Texas, and have purchased a 1970s cinder block house without any insulation, so as you may guess my house is very hot in the summer and very cold in the winter. It has a flat cement roof and no drywall inside- it is all block. Along with the extreme temps, I have to deal with condensation on the walls.  I have been looking into the INSOFAST boards as my options to insulate and want to do the exterior.. (only do the interior if needed- it's a small house & do not want to lose living area); however this house has Lord knows how many layers of paint and I am not sure if I need to put a WRB underneath the INSOFAST or if I need to remove all the exterior paint (which I would not want to do) and apply a DRYLOK/KILZ2 product. Any information/help is greatly appreciated.
