I'd like to repair this porch & stairs by just covering them up with PT deck boards & high Strenght glue.
What do you think?
What type of material is there now. Could use close up pictures of the problem, hard to tell from such a distance.

I wouldn't just rely on glue alone. If you must cover up the stairs, atleast use some tapcon screws to properly attach the decking down.
From the pictures, I wouldn't waste my money on the decking. The concrete is in bad shape and anything you cover it with will just help hold water and will allow more damage to occur when it freezes in the winter. I would either use the money to replace the porch and steps with new concrete or save the money until it gets worse and then replace it. You could tear it out and put up a wooden porch and steps, but the concrete will be there 15 years from now and the wood won't.
They do look like they're in bad shape, but you say they're very solid.
I tend to agree with calcats, but I understand why you might want simply go over them. Maybe some patch work before you do that.
I would also not go with adhesive alone.
That said, I'm sitting here wondering if you would have issues with water freezing under anything you cover it with. If you place decking directly over, water will still get underneath and might lift the boards. If you put some strapping down, I'd still be concerned, but maybe that would be enough.
I'm really starting to think covering it up may not be a good idea after all.
Maybe a good mason might give you some ideas on how you could improve these such as patch up the cement and covering up with some brick-like tiles...sealing the tile afterwards to try to protect.
Old concrete is beyond repair. Remove and build new with wood or concrete.
Hack it up and redo mate
